The Extinguisher Fallacy: Why Fire Extinguisher Training Is the Missing Half

Walk almost any Australian workplace and you’ll find them: bright, charged, serviced, correctly placed, tag current. On paper, the site passes. And in a real fire, a frightening number of those sites have nobody who can use what’s on the wall.

 

This is the Extinguisher Fallacy: the belief that owning fire equipment is the same as being able to fight a fire. It isn’t. And the standards themselves say so.

 

The short answer: AS 2444, the standard that decides which extinguisher goes where, assumes the person who reaches for it has a basic level of competence. Buy the extinguisher, skip the training, and you’ve installed half a system: the half that can’t act.

 

Where the gap shows up

 

AS 2444 is written on an assumption most people never read: that the person who reaches for the extinguisher has a basic level of competence, and that the equipment is maintained under AS 1851. In other words, the hardware standard assumes the trained human. The gap shows up in three places, at three levels of the organisation.

 

For every worker, the first 30 seconds decide everything

 

Long before a warden arrives or the brigade rolls up, someone is standing in front of a small fire making a decision. Do I fight this, or do I get out? If I fight it, do I even know how? The technique is four steps (Pull, Aim, Squeeze, Sweep), and the single most common untrained mistake is aiming at the flames instead of the base of the fire, emptying the cylinder in seconds with no effect. Worse is not knowing when not to fight: a fire between you and the exit is never yours to fight.

 

For wardens, the danger is the wrong class

 

Water on an energised electrical fire is an electrocution risk. Water on a cooking-oil fire flashes to steam and erupts: a genuine fireball. A warden who can’t read the fire in front of them, under pressure, is more dangerous than no warden at all, because everyone else follows their call. AS 3745 is explicit that wardens must be trained, with skills refreshed at intervals not greater than six months. “We have a warden” is only half a sentence.

An extinguisher is only the right one if the person holding it knows which fire they’re looking at.

 

For managers and PCBUs, the duty is competence, not equipment

 

The WHS Act’s primary duty is to provide the information, training, instruction and supervision necessary to keep people safe. Owning a compliant extinguisher discharges none of that on its own. The question an auditor should ask (and the question a manager should be able to answer without flinching) is not “are the tags current?” but “who on this site is actually competent to use this, and when were they last assessed?” Those are two different records. Audits that only check the first miss the entire point.

 

None of this is about blame. Most sites that fall into the fallacy did the responsible-looking thing: they bought good equipment and mounted it correctly. They simply stopped one step short, at the point where the equipment stops working and the person has to. Fire safety isn’t finished when the extinguisher goes on the wall. That’s where it starts.

 

The test

 

Walk to the nearest extinguisher in your workplace and ask the room who has actually used one. If the answer is silence, you don’t have a fire safety problem with your equipment. You have one with your training, and it’s the more dangerous of the two.

Is fire extinguisher training a legal requirement?

The WHS Act’s primary duty requires a PCBU to provide the information, training, instruction and supervision necessary to keep people safe. Owning compliant extinguishers does not discharge that duty on its own: if workers are expected to use the equipment, they need to be competent to use it, and AS 2444’s placement rules assume that competence exists.

What is the correct technique for using a fire extinguisher?

Four steps: Pull the pin, Aim at the base of the fire (not the flames), Squeeze the handle, and Sweep side to side. What happens if you use the wrong class of extinguisher?

It can make the fire worse or kill the operator. Water on an energised electrical fire creates an electrocution risk; water on a cooking-oil fire flashes to steam and erupts into a fireball. Class E fires need CO2, and Class F (cooking oils and fats) needs wet chemical or a fire blanket. Reading the fire correctly under pressure is exactly what training builds.

How often do fire wardens need refresher training?

AS 3745 requires warden skills to be refreshed at intervals not greater than six months, so their response holds up under the pressure of a real emergency. A warden who cannot read the fire in front of them is more dangerous than no warden at all, because everyone else follows their call.
